Applies Fear to the target and all enemies within 1 yards for A sec. Affected targets wander around, unable to attack or use skills. Damage taken from auto-attacks and instant damage skills has a E chance to break this effect. Affects up to C PvP targets and F PvE targets. Leveling the skill increases the effect duration and target limit.
